Cannot Disable Windows Firewall

I have a strange issue.  Have searched all posts, found nothing that helps.  I have been using NIS on my XP pro, service pack 3 for a couple of years or so.  I have the NIS Smart Firewall feature turned on. 

 

When I have that off, shouldn't it automatically turn off the windows firewall?  At any rate it does not turn it off, both Windows Firewall and NIS Smart Firewall are on.  

 

Now I know that you aren't supposed to have two firewalls on!  So, I try to turn off the windows firewall.  (Using Start, Settings, Control Panel, Windows Firewall, Off (Not Recommended))  It turns off, but when I reboot, lo and behold it is turned on again.  I actually have a need to turn off all firewalls for a specific VPN Client to work correctly.  I can turn off the NIS Smart Firewall and it stays off.  However, I cannot turn off the Windows Firewall so it stays off.

 

Any ideas/suggestions?
