Okay, tried to post this question on the forum, and my post is not showing up. Sorry if this is a duplicate. I am trying to access this link to download a .rar file (a type of compressed file):

When I click on this link, I get either a 404 Error message with IE, or, with Google Chrome or Firefox, I get this error message:
The resource you are looking for has been removed, had its name changed, or is temporarily unavailable.
Other folks I know have had no issues with accessing this link and downloading the file. So, I am wondering if Norton 360 is somehow blocking access to this type of web page. I've tried temporarily disabling my Firewall and also the Antivirus programs, but still no go. Can anyone tell me if there is some setting I need to adjust, so I can access this web page and download the file?
