Cannot exclude a file from sonar

Even though I've once and again excluded a file from quarantione (restore and exclude), it keeps up warning me that Sonar has intercepted it and removed it.

After once and again restoring,I tried to exclude the file from settings, but it's not listed, even though I know it's there as veified with explorer.

Please advise.
