Cannot run scan. Receiving alert to restart to complete patch but it never works

I cannot access Norton from my desktop to run a scan and have an alert to restart computer to complete patch. I tried everything suggested and to uninstall so I

could reinstall but it will not even allow that. I tried support but of course they want me to buy some expensive one year service. Not a very happy customer right now.

I thought protection is what I am paying for and now Norton wants more money.
