Cannot see devices to remove subscription from

I have a Norton 360 Deluxe subscription, which covers up to 5 devices.

Only 2 devices show up when I go through the My Subscriptions > Help > Manage License process, yet when I try to download Norton to install it on a new device, it says 5 out of 5 licenses are used and that I can't cover any more devices. 

How do I resolve this? I'm not using Norton anywhere else, so I want these mystery 3 used licenses back, but I can't see where they are in use in order to release them.

To get an accurate list of devices, log into your Norton Account and click on the user icon at the top right, then click on Manage My Subscriptions. Then find your current subscription and click on Manage Licenses to see the list of devices activated on that subscription. (credit peterweb)

OK, I think I've fixed it now; the small popup window that appears when I click 'Manage Licenses' on the 'My Account' page, 'My Subscriptions' tab showed a list of 5 device names/codes. I deleted the three I did not recognise and now three licenses are available again. 

To confirm, none of these devices appeared in the Help > Manage License page, they only appeared in the small box I've described above. Very strange, but now resolved I think!

My dashboard says "5 of 5 license(s) used"

When I call 'Protect another device' it says "You're using 5 of 5 licenses"

Remote management is on and the (two) devices that are using Norton have been restarted, the missing three are unknown, so it is not possible to restart the devices or turn on remote management for those.

Sometimes you have to scroll down to see all devices listed in the Manage Licenses section of your Norton Account.

 

Curious, on your My Norton dashboard.  How many # of 5 licenses used?

Please confirm Remote Management is On. 
Please restart devices.
