I also cannot turn on EMAIL CHECK and SUSPICIOUS ACTIVITY MONITORING, same problem, no tick appears next to the checkbox.
Just a bit more information : The symantec services I have running are :
Symantec Core LC
Symantec Event Manager
Symantec Lic Netconnect Service
Symantec Settings Manager
Symantec Event Notification
And I do have ccApp in the list of startup programs.

I tried your link.
When I downloaded SymRxTs.exe, it said it only supports Symantec 360 V.1x
I tried Step 2, and it said "It has fixed my auto update issue", But the problem was not fixed.
Some more information on my problem
When I start windows the system tray icon appears to be green and has a tick on it, then the system is a bit slow for a while, until XP gives a popup about windows security alerts saying that norton 360 is turned off, then the norton tray icon turns red.

Curious that. I'm not a techie but your problem has me intrigued. Might you answer a few questions. First are there any other "strange" things going on with your pc that you haven't mentioned?
Did all of these issues occur AFTER you installed 360? Did you notice anything out of the ordinary prior to this? Do you have any p2p software installed?
Is remote assistance or remote desktoop activated on your computer? start/my computer(right click)/properties/remote
