Can't access IIS server when logged into non-admin account on Windows 10

I recently upgraded a Windows 7 system to Windows 10.  Both had been running NIS and had an IIS server running.  After the upgrade, I need to be logged into an administrator account on the server to access the web server from the LAN.  In both cases I can access the web site using a browser on the local machine (the server).  If I disable the Smart Firewall, I can also access it from the LAN when I'm logged into a non-administrator account.

Any ideas how to fix this as I don't want to leave the Smart Firewall disabled.
