(Currently desktop only) But I have a laptop coming today = I wanted to have both devices secured.But my Norton Management says I cannot add device.I paid £29.99 for my renewal (UK) but now I must buy a Key for £39.99 on top. Yet I can buy a new Norton package for my new laptop from a top UK electrical store for £22.00. So "what the Sam Hill's going on?"

It occurs to me that the question to be asked/answered at this juncture regards the nature/type of the renewal you believe your purchased. Symantec/Norton sells both single device and multi-device licenses (subscriptions) for their Norton security products and (when the time comes,) the proffered renewal generally follows the original product's license type.
The type of renewal you actually received should be indicated on the sales receipt which would have been e-mailed to you at the time of the renewal purchase, this assuming of course that the purchase was made directly with the Symantec/Norton Sales Dept.
If indeed it was for a multi-device (i.e.: 1-User, 3-Device/3-Computer) renewal, but you have not yet fully utilized the entire count of devices the license is intended to cover, then you most certainly should contact their sales department (the instructions for which are also indicated on the aforementioned sales receipt/invoice) for remedial correction. They can then in turn assist you in correcting the device count error, thereby allowing you the additional product installation(s) you are rightfully entitled to.

Your best route to resolve this one way or another is to contact the Norton OnLine Support Team via the CHAT route that uses the computer keyboard not the Phone.

They have the tools and access to the databases to check what you actually bought and if you bought a 1 PC copy they may be able to change it to a 3 PC copy at a reasonable additional charge, although if you check reputable online sources like Amazon you may find that the 1 PC version costs more than the 3 PC.
If you did buy a 3PC version then they can help find out why Norton Management / Norton Account does not show this.
