Can't file a dispute with "Safe Web"

How do I file a dispute on a site? The tool is broken. If you fill out the form it just says, "try again later?" (screenshot attached.) I've tried multiple devices & multiple browsers, across multiple day...I've even tested it on a different site altogether. I can't get ahold of anyone on the support chat, I've talked to Twitter support, they are not helpful and told me to call someone or use chat. A website I host is blocked by the "Safe Web" tool and the dispute tool is broken. It should be very simple.

There is literally no way to contact the people that made this. You can't submit a ticket, no one will pick up the support chat and I'm not sitting on the phone for an hour+ just to talk to someone again that isn't going to help me since the entire support team is built around the product and not this dispute tool. How do get ahold of someone at this company that can help me? I'm not even a customer, I would never install Norton on something, I just have to do this because a person that does use this product told me the site has been flagged, though it is clearly not infect or malicious and is on no other blacklist. Even if it -were-, the tool gives you absolutely no insight into what it is they are seeing.
