I seem to be locked out of my Norton Account... I may have messed up my password two or three times for being inadvertently using a different language keyboard. But when I realized this, it was apparently too late.
Norton let's me go through the whole process, does not reject my credentials - UID and PW - but asks me to check a number of squares before ascertaining that I'm not a robot... Then it auto-fills the box for "I'm not a robot" but still prevents me to accede to my account, popping a message that says I had too many failed attempts and suggesting to retry after one hour. I have tried after one hour for two additional times but still got the same issue.
Amazingly, I am able to use all features of my Norton 360, including scans and smart scans, live updates, even the Norton VPN and my local Norton PW Safe... Except the access to my Norton account. What the heck happened?
I already restarted my system, but to no avail. I could resort to restore my full system from a previous backup without much inconvenience, but will this correct the problem? Or will I need to remove and restore Norton altogether? If this comes to be the only solution, how can I make sure that all my previous account settings are preserved?
1) I got to my account. Can't say exactly what may have done the trick, but I got it. I waited a couple hours, removed all Norton cookies, allowed those URL's as you indicated and, voila.
2) I never adhered to Norton 2FA either. A couple of sites have imposed it on me, so I had no choice, otherwise I feel the same about it as you probably do.

2) My issues with 2FA are Norton 2FA. I have 2FA with all my sensitive sites.

I've since turned off Norton 2FA.
Norton 2FA "security challenge" is too much pita, for me. Just me.

I will start trying those approaches you suggest and see what happens. Meanwhile, do you still remember how you got off that predicament?... I tell you, it may have been well over 10 years the last (and only) time I got through that chat experience... To go through it again, only as a last resort...

Yeah....been there, done that.
FWIW ~ In my experience trying after one hour. Norton pages do not keep time...by my watch.
I waited two hours...no joy. I waited 4 hours....no joy...with clearing browser cookies n' cache each try.
I think I made the process worse by even trying.
I told myself it this ever happens again. I'll wait 24 hours...just to see.
Anyway, I reached out to Norton Chat and was told "wait" longer.
FWIW ~ if I bump into stubborn Norton account access, again.
I'll Sign Out of all Norton pages (e.g., Community) n' Norton product.
I'll clear browser cache n' cookies (clear all Norton cookies)....and try once.
If no joy.... I'll clear browser cache n' cookies (clear all Norton cookies) and wait 24 hours.
Maybe, try other browser.
Maybe, try Norton Chat. Maybe, you'll have better Chat experience.
Note:
Check the browser you're using is Windows default browser.
Check you're not blocking any Norton pages content (ads, scripts, images, trackers, etc.) and do not run VPN.
In my experience Norton pages need to fully load content. Along with allowing Norton pages content. I've whitelisted Norton trackers.
