Can't install Safety Minder

Safety Minder quit working awhile back.  The only notification was "No longer protecting".  I tried to restart it to no avail.  The program did not prevent or monitor Internet access in the slightest.  So I uninstalled it and tried to reinstall.  I get to the "login" screen, type my username and password, and the program simply asks for my password over and over.  The Norton help page advises me to use the Norton Removal Tool.  I acquired this tool but it won't work because I need to uninstall "Symantec WinFax Pro".  I looked this up and Symantec has disavowed Winfax Pro.  I looked up Winfax Pro on Control Panel and there is nothing there.  I uninstalled Safety Minder, Security Scan, and Internet Security 2011, then reinstalled Internet Security 2011 and tried yet again to install Safety Minder, but with the same results.  What am I missing?

It didn't work.  The uninstall and reinstall proceeded exactly as before (I reconnected the network cable so that I could log into my Norton account, and the password just "vanished" with no effect (no red box, just disappeared).

 

Also, this product seems kind of easy to defeat.  My account is the only administrator account on the computer.  Is there something that I'm missing?  Why would just unconnecting the network cable make you able to defeat the program?
