Can't manage account, can't chat, can't do a lot of other things

I have to try to log in to the Norton web site multiple times. I get kicked back to sign in, get blank or grey screens, and if I do get in, trying to do anything gets me kicked back to sign in. Trying to get help on chat, I get to the penultimate step, click next, and get sent back to the previous screen. I find that I can’t login to various sites, like my credit card provider, unless I turn off the VPN, which begs the question, what is a VPN for? Any help appreciated.
