Can't open a Chat (separate problem) because I need to accept cookies

I'm trying to open a Norton Support Chat (about a different problem) but I get the message: "Note! If no window appears after you click the button, you may need to accept cookies in your browser" ... no window appears!

The thread https://community.norton.com/en/forums/how-fix-cookies-so-i-can-get-help claims it has a solution, but gives no guidance as to how to actually DO the actions:-

1/ Please try clearing browser cookies n' cache. (How?)
2/ Please try allowing all Norton pages cookies/ads/scripts/frames/trackers/. (How?)
3/ Please try allowing all Norton pages content that may be blocked by browser extensions or built-in browser protections. (How?)

SOLVED (for Contact Norton Support website):

1/ Open the Norton tab.

2/ Click Norton Anti-Track

3/ Click on Allow Tracking and Profiling for Norton Sites
