Sounds like the install failed at some point, and it keeps trying to configure.
Do you have any other Symantec products installed?
Like Ghost, or PCA, or anything else?
If not, I would go to add/remove programs and uninstall N360. Reboot the computer.
Next, run the NRT tool.

Reboot.
Try to install N360 again.
If you cant get the main ui to launch after doing those steps, then I would suggest using the Symantec Support.

When I go to download the Norton removal tool nothing comes up.
Hmmm.
When I use the "I have Norton 360 " option, I can get both budump and NRT tool.
What happens when you click the download button?
Do you get a yellow bar at the top (from MS) asking if you want to download the file or not?
What browser are you using?
