Can't open NIS 2009 from start menu or desktop short cut

I can only open up NIS from the taskbar icon, it will not open from the start menu (invalid path error).  I had a Symantec tech remotely try to fix this with no luck.  I was told that this is normal? and '“we have installed the product, see ya”.  Yeah right.  I have been using Norton for many years and many versions and never had this happen.  Any ideas or at least a phone number to complain about the support service (I saved the chat session)?  Any help is greatly appreciated.
