Can't open norton program to change options

OK this was weird,  I tried to uninstall Norton and it errored out on me so I rebooted my machine and when it came back up I got an alert that my phishing protection was off but this allowed me to get into the options menu.  I did what I wanted to do and tried to turn the phishing back on but it doesnt give me that option.  It says its off but doesnt give me the option to turn it back on.

 

However, I can access the options menu for Norton now.  I dont know whats going on but it seems like a bug to me.

Did you reboot the computer after installing? I think it presses for you to do this in order to finish the installation (and delete temp files) which would perhaps fit in with the absence of icons and features?

 

It would also fit in with it being OK after you did reboot, even if you were trying to uninstall!
