Password Manager has always worked for me in the past, just one click on the icon and it takes me to the password input. Now all I get is a spinning blue circle. I have the 360 Lifelock Ultimate Plus running on Win 7. Problem exists on both Chrome and Edge.
You can also try clicking on the NPM icon and at the bottom of the NPM box click on Sign Out to sign out of your Norton Account. Then click the icon again and sign in to your account and then try entering the vault password.

have you tried to remove the extension from your browser and re-install, you can find the extension at search.norton.com/protect
You can also update your browser before re-install
Sign IN with Norton Account and Norton Password
Sign in with Vault Password
Sometimes this may be Norton's PWM servers are temporarily off line, I'm in UK and can currently access vault OK.
