Can't send emails on Windows Live Mail 2011

I'm using Windows Live Mail 2011 on Windows 7 on a desktop computer. Up until Tuesday WLM worked fine, it has for years but it suddenly stopped sending emails, I can receive emails.

It seems more than a coincidence that the outgoing emails stopped  after 'Dark Web Monitoring' appeared on My Norton screen.

I haven't changed any of the settings on WLM, I've checked that the outgoing mail port is correct (587) and I've run a full online scan and power eraser just in case, but there are no threats. I've turned off the outgoing email scan but WLM still won't send emails so that's back on.

I've checked with my ISP and there isn't a problem at their end, and they suggested contacting Norton because of the Dark Web Monitoring appearing on My Norton.

The error message is 0x800CCC0B

Any help would be greatly appreciated as I can't get a mobile signal where I live so the desktop is my only way of sending emails.

Thank you all for your replies, very much appreciated.

I don’t think it’s anything to do with Norton now. After looking at my ISP's website, I think it’s them, I’ve had problems with sending and receiving before but usually after a day or so it corrects itself, this time it's a week.

I’ve noticed an increase in people saying they’re having similar problems with sending emails: my ISP is looking into that. Also my landline ringtone has changed to the American ringtone: they’re looking into that too.

I think it best for the moment to wait and see what happens with my ISP. Main thing is I can send emails from the ISP website.

Yes, I would have also suggested to double check the ports.  Either way, I doubt it is related to Norton as I've never had email problems with WLM + Norton here.

Robert. Change your OUTGOING mail port to 995 and retry. If another failure occurs use port 993. What is the email account protocol you are using, POP or IMAP?

Thanks peterweb, I discovered quite a while ago that I had to turn off the VPN to send and receive emails.

SoulAsylum, thanks for that. I reset the Firewall back to default, I then disabled the antispam and rebooted, it still won't send emails.

Where I am in England we can't get a mobile signal so the desktop PC is the only way for us.

Robert. If a VPN is not being used try the following suggestion. Reset the Norton firewall, retest. If not cleared, temp disable the anti-spam setting in Norton. Reboot the computer and retry. If things clear, re-enable the feature and set the spam add-in again and retry. Lets see if anything changes.

Are you using the VPN feature in Norton 360? If so, turn it off when you want to send your emails. Many email providers will see you attempting to access your email account from an IP address that is not in the same location they expect to find you. So they block access to protect your account.

Hello SoulAsylum, thanks for your reply. I'm in England, my ISP is TalkTalk.

Hello Robert. The error 0x800CCC0B is usually an SMTP issue with SSL. Your ISP wouldn't be blocking SMTP unless they were nailing your network for spamming traffic. Who is your email provider?
