Can't uninstall Norton AntiSpam Outlook Plugin

I need to completely uninstall the Norton AntiSpam Plugin from Outlook 2003, as part of diagnostics.  NIS 2011, Windows XP SP3.

Unfortunately, neither of the approaches I found in the forums (links below) works for me.  As soon as I reboot and start up Outlook, the plugin reappears in the Outlook COM Add-Ins section, checked and denoted as "Load at Startup."  I thought perhaps disabling NIS Tamper Protection might help, but it didn't.

How can I accomplish this, short of uninstalling NIS (I'm beginning to wonder if even THAT would do the trick :smileywink:)?  Thanks.

The "solutions" that failed to work for me:

No responses, so I kept experimenting and I think I've figured out how to accomplish this.

1.  Temporarily turn off NIS Tamper Protection (not sure whether that step is really necessary).

2.  In registry navigate to My Computer\HHKEY_CURRENTUSER\Software\Microsoft\Office\Outlook\Addins\MsouPlug.OutlookPlug.  For Load Behavior, change the value in parentheses to 0.

3.  Reboot.

Now the Norton AntiSpam no longer appears at all in the Outlook COM Add-Ins section.

I don't know whether or not this work for those who use Norton Anti-Spam (i,e, have it enabled in NIS options).  Also, importantly, I HAD NO OUTLOOK ADD-INS BESIDES NORTON ANTI-SPAM.  FOR ALL I KNOW THIS COULD KEEP ANY OTHER ADD-INS FROM LOADING AS WELL, WHICH MIGHT BE AN UNDESIRED OUTCOME FOR SOME,
