Have you tried running the Norton Removal Tool then reinstalling? If not, can you please try this and see if it helps.

Norton uninstall tool (which worked great and the notebook’s performance increased dramatically), followed by a reinstall was the first action I took before trying the registry work-arounds and running the script that was supposed to fix the hung ccSvcHst.exe problem at shutdown. I have also de-registered the bushell.dll which seems to have helped the problem of when I try to do anything with files from the windows explorer (or desktop) such as right-click copy, drag from one pane to another or shift-delete. Prior to the de-register, any of these operations would “lock up” the machine for 10 to 20 minutes with ccSvcHst consuming 98% (or more) CPU resources. Now it only seems to get stuck at 70-80% for 10 to 20 minutes whenever I try to access the Norton 360 control panel. The rest of the time, it seems quiet. Are you suggesting I try the uninstall-reinstall again?
