I had a few performance issues with NIS 2011 (ccSvcHst.exe had a couple of cpu usage spikes) so I upgraded to 2012 yesterday. Today I noticed my computer was running a bit sluggish so I checked the task manager and noticed ccSvcHst.exe was draining ~25% of my cpu so I checked history in NIS. Turns out it had been consuming 23-26% of my cpu for ~5 hours straight. I restarted my computer and everything was fine until I started watching the Daily Show and the background scan kicked in. Now it’s consuming ~25% of my cpu again. Any idea what might be wrong?

Please be sure that NIS 2012 is the only realtime AV/FW software on your computer.
If it is and you have not had any other AV or AV/FW suite on your system, try this...
Basic procedure for reinstalling NIS 2012 - all to be completed with Administrator-level privileges.
Download the Norton Removal Tool located here and save it to your Desktop.
Next, download NIS 2012 from here and save that onto your Desktop as well.
Export all Identity Safe Data (if any) and make a note of your Product Key - you will need it for the reinstall.
Next, open the Control Panel and click on Add/Remove Programs (XP) or Programs and Features (Vista/7)
Uninstall NIS 2012 from the list and reboot your computer.
Run the NRT and reboot. Afterwards, run the NIS 2012 Installer Package.
Run Live Update until all updates are exhausted. A reboot or two might be required.
Please verify that you have NIS 19.5 at that point (check under Support -> About) If not, please run Live Update again.
Turn slider to off under Settings -> General -> Idle Time Optimizer and apply changes.
Check all functionality. Let us know if the above corrects your issue.

I completed all the steps in your guide chosing the option "I plan to reinstall a Norton product. Please leave my settings behind." when uninstalling. It did not work. I tried again, this time chosing to delete the settings, and it appears to have worked. I'll do a bit more testing, but for now consider the matter closed.

I updated the procedure to include remove settings (preferences) when the NRT is run.

I have the same problem. However I got my NIS through a vendor(Century Link). Will this be the same fix for me as well? I've checked, I have NIS 19.5.0.145 already. Any help would be appreciated.
It is also running under System and Owner in Task Manager. Should it be?
