Change in NIS Spam Behavior

I'm using NIS 2012. A similar post is not quite my problem and the solution doesn't apply in my case. I use Outlook 2012 as my client.  Up until a few weeks ago the anti-spam function has worked essentially 100% with the spam winding up in the Norton AntiSpam folder and then I can use the Norton tab and easily identify and mark these spam messages to get rid of them.  My problem now is that this function is no longer functioning.  All the messages are winding up in the Junk folder instead of the Norton folder. Sure I deal with it their but not in the slick way heretofore.  I'm assuming that using the anti-spam functionality of the Norton anti-spam is to identify those message that fit the database of known spam messages and any new spam messages not appearing in the Norton database from my PC are added to this database. The alternate dealing with the spam showing up in the Junk folder. The problem is that I cannot possibly create enough rules to filter out these spam message - sender constantly changes and/or zero help with common embedded words such as Viagra and all of its variations.

 

I'm curious if the MS Outlook built-in spam algorithm has changed causing spam to be sent to the Junk folder prior to the Norton AntiSpam functionality can deal with those messages.
