Have you ever given any consideration, to allow users to changes the way Forums are displayed? Maybe have something in My Settings - Preferences, that would allow me to arrange the Forums to suit me? I enjoy reading the Users Discussion Forum and Off Topic Discussions and would like to place them above the Norton Blogs, Mobile Beta Forum and Mobile Products Forum. This would allow the Users and Off Topic Forums to show up on the same screen.
