CHKDSK /F tries to run at boot, but is not allowed to run and so occurs at every boot. This seems very similar to an old problem in which Norton AV (Corp) started system services before check disk could run. However this is just Norton AV 16.7.2.11. Checked this morning for updates and LiveUpdate reports it is completely updated.
