Chrome Incognito: Some sites blocked, some not

Hi,

I noticed that in Chrome Incognito mode, some sites are blocked, but some are not.

We have Social Networking blocked as a category. That should include both Twitter and Facebook.

In IE 11, and in Chrome regular (not incognito) both Twitter and Facebook are blocked.

But in Chrome Incognito, Facebook is blocked, but Twitter is not.

Same PC, same user login account.

What's going on?
