A new version of the Chrome browser has been released .. 26.0.1410.43.
If not auto-updated already, click the Chrome Menu button > About Google Chrome to receive the update. Relaunch the browser when prompted to complete the update.
In light of recent events surrounding the Norton toolbar and Chrome, you would need to be running Norton v20 (2013), for the toolbar to function properly when using Chrome.
That was stated in this post. I upgraded to NIS v20 and now have the toolbar back and functioning properly.
