As far as I know, none of the Win 7 SP1 users posting in OUgrad's thread dtRT.exe Runs High CPU on Startup (including H00D00 and K.C.) ever found a solution to this problem before that thread was auto-locked. Note that OUGrad later confirmed the high CPU was caused by cltRT.exe, not dtRT.exe.
At one point the OP OUgrad thought the v22.17.2.46 product update fixed the problem and marked that thread as solved, but their 26-Jun-2019 post <here> confirmed the high CPU consumption by the CLT (Consumer Licensing Technologies) component cltRT.exe returned as soon as v22.17.3.50 was released.

Came home today and woke the PC up from sleep mode and found the cltRT.exe process running. I tried to get the resource monitor up but by the time i got it up and running the cltRT process stopped. I was able to get a screen shot as it terminated. There appeared to be about 20 instances or so of the process listed under the CPU tab (see attached pic).
Note, it appears to me that the cltRT.exe process may be taking priority and not allowing NortonSymHelp to run until it finishes.
That is probably what is happening. The rogue process is already using up the processing power, which is the problem in the first place. As SymHelp was able to get enough resources, it was able to complete its job.
OK, I left NortonSymHelp up and running in background at step 4 (Debug logging is enabled) all night and today and finally caught the cltRT.exe running again. I immediately click the next button and then clicked Yes to have you finished reproducing the issue. NortonSymHelp started the collecting phase however, it just sat there until the cltRT.exe finished, then started progressing. Whether or not it caught the process in the act, I cant say. But I'm uploading the third log file in hopes that it has what is needed to determine the issue.

However, NortonSymHelp report still has the error referencing ccSet_SCS is not configured and operating correctly. Under Details, it states the Service is not installed.
You need to have the Sym Tool running in the background waiting for the issue to occur. If the issue has already occurred and you then start the Sym Tool, it is too late for the tool to gather what caused the issue.
So I've been waiting for the cltRT.exe to run so I could then run the NortonSymHelp tool to try to capture this process. today I rebooted my system and after about five minutes the cltRT.exe started. So I launched the NortonSymHelp.exe. It just sat there spinning (not Responding) at the start screen until the cltRT.exe finished. After it it started responding again I ran through the steps. On finishing, I noted an error showed up related to ccSet_SCS is not configured and operating correctly. Under Details, it states the Service is not installed.
I'm uploading the first run and a second run of the NortonSymHelp Logs for review and recommendations.

Any specific steps to reproduce performance issue, like while browsing internet with specific browser or using any specific application?
Yes on WIN7 I still get the spinning mouse Icon and see what I thought was dtRT showing in the Task Manager but I guess its the cltRT. The process can not be selected to check the properties nor location from the task manager when its running. Its running heavy on one of the cores of my CPU but overall its only reporting at about 5%. After about a minute or so it stops.
Can anyone kindly confirm whether they are still seeing this behavior on Win 7 and whether anything has stopped cltrt.exe from running heavy CPU?
Would sincerely appreciate if any moderators or Norton folks could help out here too.
