Compatibility with programs without automatic recovery from seizure of control of their files

I'd like to see an option to declare certain programs as known NOT to have automatic recovery from seizure of control of some of the files in their databases just before they need to access them, by setting it so that when these programs are running, certain directories or directory trees will not be scanned in a way that includes seizure of control of any files in those directories or directory trees.  If scanning WITHOUT any such seizure of control is possible, let it go ahead.  I've seen a few BOINC projects using application programs without such automatic recovery, and am not sure I want to exclude the entire BOINC database from scanning.  Also, the backup program that comes with the Home Premium version of Windows Vista, appears to need such a feature to turn off seizure of control of its list of previous backups while it is running.  I have not been able to find just where it stores that list, though.
