Computer Discovery Setup is greyed out and unable to use Network Discovry

I have looked long and hard before posting here, but here goes

 

As I have mentioned above for some reason the setup is greyed out and off, I am running Vista if that will make any diif. From the drop down list in the Network Discovery Map there is no entry marked "local area network" only my "network name" and "trust control"

 

I have network discovey in Vista turned on but i do not see what diff that would make.

 

Can anyone please enlighten me on how to fix this problem

    My first suspicion would be that something (like a third party firewall) may be blocking the communication port:  31077

    That's where I'd start here.
