Conflict with Norton 360 Outlook and Windows 8

I use Outlook to download my email to my machine.  Two weeks ago I upgraded to Windows 8 Pro from Windows 7 and was no longer able to download email via Outlook.  It would read 34 bytes of the first email and then hang up.  After a couple of minutes it would read another 34 bytes.  When I disable the scanning of incoming emails the problem goes away and the emails download with no problem.  Any one else having this problem?

I did a reinstall but I did not use the remove and reinstall tool.  I will try that.

I reinstalled Norton 360 with the remove and reinstall tool.  The problem went away for several hours and then returned.  I disables scanning of incoming emails and the problem went away.
