I get the subject message periodically from NAV (v.20.3.0.36). I have ZA Pro v. 10.0.250.000. I've been getting this message from NAV since about Christmas time and have been ignoring it (it's happened before, and usually went away after a few weeks). This time it seems to show no signs of going away.
Is this something I can fix? Or that ZA should fix? Or that Symantec should fix? Who should I start shouting at??

Welcome,
Security software does not like to share space with another security product. Having two active security products on the same computer can lead to reduced security as they fight with each other or system crashes as the disable each other and the system fails.
You will have to choose which you want to keep as your active security product and change the settings on the other one to be an on-demand scanner. Or you will have to remove on. Whichever you choose I'd recommend that you use the removal tools for both products to clean your system first and then reinstall the security product of your choice.

Zone Alarm Pro is only a firewall, it's not the version that also has an AV.
Norton Antivirus is an AV without a firewall.
I used to run that combination for years. NAV used to give a incorrect warning about a problem if it was installed second but you could skip the warning and everything would be fine.
I'm would assume the OP is seeing something similar to whats being reported about using malwarebytes alongside NIS and NAV.

a) Advanced Download Protection, So NAV and ZA Pro Firewall will both be wanting to scan downloads at the same time, then there is
ZA states: "Advanced Download Protection, Analyzes downloads and warns you if a download is malicious - stopping it from infecting your PC." So there must be some sort of engine running to scan files for malware., So NAV trying to do the same could bang heads like 2 Rams in a fight.

In Screenshot a) Applicatrion Control: Blocks dangerous behavours........................, Now NAV would also be via SONAR, Auto - Protect scanning the system for the same thing and blocking the same behavours CONFLICT, Then what if the scanning by both means they don't like each other?? CONFLICT
In Screenshot b) Web security : Blocks dangerous web sites and Downloads, As a Download is in progress or just completing NAV if say it is a FakeAV download file should detect the download via Auto - Protect / SONAR and Quarantined, If NAV and ZA Pro Firewall fight to do the task then CONFLICT.
Then if ZA with the features above like the other products (ZAAV, ZAIS etc.) have the Kaspersky engine, or at least did in the past. then running and installed on the system would be a CONFLICT with Norton products.

ZA is firewall only, Norton is AV only, which is not to say there isn't some overlap. However, we've never experienced any *actual* conflict. I think there's a page on ZA web site that states that the conflict is an incorrect report by Norton and advises to ignore the warning until Norton update -- but it's been months now. Will try and find that page and post it if I do.
"Application control" is basically outbound firewall permissions and rules that can be set for specific programs rather than the whole system.

When it says "dangerous behavior" it is monitoring if a program is trying to act like a server, it's nothing to do with program behavior (like sonar) but internet behavior (what a firewall cares about).
Like I said, I ran these 2 programs along side each other for several years on 2 systems and never had a problem or conflict.

I think even ZA Free Firewall has extras now as the download is over 100MB for a Firewall, compared to the old ZA Free before Checkpoint acquired ZA.

Have the 2 on your system at your own risk as that is what happened when you have 2 products doing, some or all of the same protection areas.

On the other hand it's entirely possible that Norton is wrong.
The 2013 versions are now having the same warinings about the free version of Malwarebytes.
Although I have not read every post in that topic, I'm unaware of any actual problems or conflicts being reported.
My personal opinion is that if a user like me has been running a certain program for years without problems than since it's my system I should be able to do what I want without constant reminders or warnings.
I have no problem that Norton warns me about a possible conflict when I install it, but if I choose to continue than I'm doing that at my own risk and should not have to put up with constant ongoing reminders.
I really did use those 2 products for years without a single problem. If you don't want to believe me or if you think I'm not knowledgeable to notice a problem than that your option, all I can do is state my own experiances.

So Norton has it wrong, Avast has it wrong, Kaspersky has it wrong, lavasoft AV has it wrong, MSE has it weong with the conflicts, Cool better tell all the companies then. I know for sure AVast and ZA Pro Firewall causes problems.
It's because now ZA Pro F does some of what AV's do in scanning downloads etc.
I know what is going on with MBAM and Norton in part, but Norton is still not wrong.
If users don't get the conflicts above after they have been stated. Nothing more can be said.

ZA Pro Firewall does use a detection engine (running) for Adware detection, Plus a Toolbar
