Go to Settings>Firewall>Program Rules>Select Internet Explorer>Select Modify...
Allow Internet Explorer Access and make sure that Connections To and From other computers is selected.
Thanks for the reply, however, I tried all those types of suggestions during my 3 hour battle back and forth between safe mode and normal booting.
We can only access websites via internet explorer when that add-on is turned off. Mozilla works fine, email works fine etc etc. Its just Internet Explorer will not connect to the internet unless the Symantec Intrusion Prevention Add-on is disabled.
I checked the signatures for: Settings / Firewall Protection / Intrusion prevention within Norton 360 v2.0, however, there are 1159 of them, so needless to say, I'm not going to start clicking things off without some direction as to which files I should try.

Go to C:\Program Files\Common Files\Symantec Shared\ and open cclgview.exe. Clear the Intrusion log, close the viewer, open IE with the add-on enabled, close IE, and then reopen cclgview. You should be able to see which intrusion attempts were logged.
