I am tired of re-logging into sites too often. I even have to go through the device process on facebook daily. Of course this also makes my list of active devices on facebook grow and I am also tired of cleaning that out, the text message that a new device logged in.
I want to disable cookie cleaning or it be smarter on popular sites or give me a white and black list.

This could have to do with your browser settings.

I also think it is most likely an issue of browser settings. Norton deletes third-party tracking cookies and should not be removing the kinds of cookies that are necessary for logging into sites. Which browser are you using? One area to look at that might involve Norton would be the Firefox Privacy Clean-up option, which has been known to remove cookies, bookmarks, etc in Firefox. If it is enabled in your Norton 360, try turning it off.

I am using IE9 and my cookie setting is medium. And default is grayed out on this option, so it is the default setting.

Yes it(Default button) will be grayed out in IE9 when the setting are Medium.

If you have configured IE to clear your browsing history on closing, make sure that you have either excluded cookies, or have selected "Preserve Favorites website data" and have added sites whose cookies you need to keep to your Favorites.
I was not aware IE did that and I never would have turned it on. Where would it be located? I did find one place to add domains, but I never had to do this before so I am baffled.

Tools > Internet Options > General tab > Browsing History > "Delete browsing history on exit."
If you enable this, make your selections about what to delete here:
Safety (or Tools on the menu bar) > Delete browsing history....
