I downloaded an executable file that was a game. Since I shutdown, Norton had blocked the file into quarantine. There has not been any virus on the computer. Scan was clean. I can no longer download files as I get a message “couldnt download, no permissions.” This is not on microsoft edge as edge shows nothing blocked.
Does anyone have any ideas? I have already tried to turn off smart intelligence and retry downloading a file and it still is blocked.

smart intelligence? you mean Microsoft Defender SmartScreen or Norton Smart Firewall?
and you tried downloading known safe file from Chrome?
and you tried Restart (not Shut down) machine?
you cannot download any file or just that game file?
is the game file free and publicly available?
Yes, I downloaded from edge but when I checked to see if edge blocked it, I did not find anything that said it did. It doesnt have the website of file blocked that is why I think Norton did it

I was not signed into edge. However, I took your advice and I syncd edge and then reset edge. I did not repair. It worked and I can download the file on edge now too. Thank you soo much for your help and patience.
