Do you have any other security programs running?
What security program did you have before NIS 2009?
The problem may have to do with your Windows Performance Counters, but let's try something easier first.
You can try "One Click Support" which will perform an automated scan of your Norton Product to determine if there are any issues.
Go to "Help & Support" in the main Norton window. Then select "One Click Support".
After the interface loads, click "Begin Support Session".
This will scan your Norton Product to check for any issues.
Let us know how you do.
I have put it on a system with XP SP3, with no problems. Which version XP do you have?

It sounds like the Windows OS Performance Counters are not functioning properly.
Please see this post by PieterV, which includes detailed information about how to repair this.
Though the original post was for Vista SP1, it applies to Windows operating systems from at least Windows 2000 and up.

I want to add that I've the Trial version of NIS 2009, maybe it could be that. I want to be sure that everything works before buying it.
Darats, the only difference between the trial version and the official version is that you haven’t entered an activation key yet.
I use XP SP3 and Firefox 3.0.3
So I've done the PeterV's solution, and it works for the CPU Mesure on the main windows of NIS 2009. But when I clic on "CPU Usage" the graphics are still blank, with no information.
Any other idea ?

Lets take a step back first, and validate that your performance counters are working correctly.
In my blog about the CPU graph, I give detailed instructions on how to set up the Microsoft Performance Monitor to collect the exact same data (See the section on "Validating the Memory Graph Using Performance Monitor"). There are detailed steps and screen shots that should help.
Please report back if you are able configure the Performance Monitor correctly.
I recommended using the lodctr.exe tool simply because this is the #1 cause of the CPU graph not showing any data. The standard steps to repair this are:
1) open a command prompt (start -> run -> cmd.exe)
2) cd %systemroot%\system32
3) lodctr.exe /R
4) reboot

1) Did you restart the computer after running lodctr.exe /R?
2)The history graph only samples every 15sec or so, so data won't be available immediately.

Yes I use your tool and I reboot. (Sorry for the editing but I'm french, it takes me some time to understand how to fix it).
Here is a screen of the problem :
I correctly reboot after the fix. But there still have the problem, but it seems to be half-resolved because the graph don't work but the little mesure display information.
After this morning reboot, the cpu mesure display nothing again.
Any idea ?
Maybe there is a conflict between NORTON and anti-virus software which uninstalled uncompletely.
I met this problem and solved it by reinstalling XP.
Before NIS 2009 there was NIS 2008, ot a non-Symantec anti-virus software.
And I would prefer not to reinstal my OS. ^^
I've the same issue on my PC. I cannot see any CPU usage with Norton 2009 or Perfmon windows utility.
I tried to to what has described on the microsoft bullettin without success.
Could you explain well ?
