I still receive this message both on desktop and phone when I want to set up Dark Web Monitor. I haven't find solutions yet.

Error: "20008" when clicking on Dark Web Monitoring from My Norton portal
We are aware of an ongoing issue with Dark Web Monitoring where you may receive Error "20008" while accessing the feature from the portal. We are working to enable this function from backend so that you can start using this feature. This is expected to be completed by middle of March.

I encountered this myself a long time ago when I first setup my subscription coming from Comcast Norton Security to Norton 360 Deluxe.
It took about 4-6 weeks for the error to resolve after many phone and chat sessions with Norton support. I do not know how it was fixed or what caused the problem. I think it was because Dark Web Monitoring is a LifeLock offering and the hookup to my Norton account was problematic.
But I know many others have have had the same issue and if you do a search you will find those threads.
