dead notebook PCs

I have a NIS subscription for 3 PCs.  Subscription has been renewed annually for I don't remember how many years (current subscription has 9 MONTHS remaining).

1st copy installed on THIS HP notebook (currently using).

2nd copy installed on a Dell notebook whose hard disk drive (HDD) DIED - the HDD and the notebook were E-RECYCLED.  Thus, this copy of NIS WAS NOT/COULD NOT BE UNINSTALLED.

3rd copy installed on HP notebook (replacing Dell notebook whose HDD died).  However, now, however many years later, this other HP notebook's graphics card has died (can't use even an external display/monitor).  Thus, as is, I can't UNINSTALL NIS from this PC.

I am now ordering a NEW notebook but was wondering if I can RECLAIM ONE or BOTH of the NIS licensed installs of the 3-PC subscription given there was no easy way to UNINSTALL NIS from 2 of these notebook PCs?

Can I RECLAIM these installed copies of NIS?  Or do I just consider THEM dead along with the DEAD notebook PCs and  PAY FOR ADDITIONAL LICENSED INSTALLS of NIS?
