How long ago did you empty your Recycle Bin? If you have been using the computer since doing this, chances are the file(s) you deleted are likely to have been overwritten.

You need to do an internet search, ideally from another computer, for file recovery apps. Norton Utilities Ultimate does have a file recovery feature, but that would be another subscription you would need to buy.

You say you are trying to uninstall Chrome. A Norton file should not interfere with installing another app.

You could try doing a Norton Repair to see if it regenerates the file. From the 360 interface click on Settings > Troubleshooting tab and click on the Repair Norton button. Allow that to run and restart your computer. Restart, not shutdown and startup again. Then test.
