Device locked because SIM card can't be detected

I recently upgraded my android phone from a Verizon Samsung Galaxy Note 3 to a Verizon Samsung Galaxy S5 and then to a Verizon Samsung Galaxy Note 4. Norton Mobile Security worked fine on the Note 3 but on both the S5 and the Note 4 if I enable the SIM Card Lock feature and then reboot Norton Mobile Security locks my device with the message "Device locked because SIM card can't be detected". I installed Norton Mobile Security on other S5's and Note 4's with no problem so I thought I had a bad SIM card. I went to a Verizon store and they installed a different SIM card and my device booted up normally. So I had Verizon install a new SIM card and once again Norton Mobile Security locks my device when I reboot it. I am able to log in to Norton Mobile Security on my PC and retrieve a code that unlocks my device but I have to do that every time I reboot my device.
