Can someone please explain why I can see all of the licences that is have used when i view "manage subscriptions", yet the some of the devices that these licences have been used on don't show up under "view devices".

I don't think anyone here can explain this. It has been a common problem here for a very long time. The listing in My Subscriptions is always correct. The Devices page is hit or miss.
