Disable tamper protection without safe mode?

I have a PC that will not boot in normal or safe mode. I am able to do a system restore by booting off the Windows CD but at the very end of system restore (after finishing) it says it failed for an unkown reason. I'm guessing that this is because of the Norton tamper protection. Is there a way to turn off the tamper protection without being able to boot into safe mode? Can I edit the registry somewhere?

If you are running NIS

Go to Miscellaneous Settings > Product Security > Tamper Protection - ON/OFF > remember to put setting back !

sdradius, if you are booting off of a Windows CD, tamper protection isn't active. Tamper protection is an active process that is installed when you install your Norton product. Since it isn't installed to your Windows CD it can't start when you boot from that device.
