I've been having trouble with my Camtasia recorder and Techsmith believes that Norton is monitoring the camrecorder.exe and disallowing the "write" command when writing the .camrec file.
They suggest seeing if there are any options to ignore monitoring based on appliation and adding camrecorder.exe to the exception list. The message I get is that there is not enough hard drive space when I try to record a Camtasia screen recording.

Evidently, it proves that Symantec/Norton is monitoring the camcorder.exe.
