Disk optimization error: System Reserved Drive: Error - not completed (Windows 8 Laptop)

Cannot fix tuneup error. Everything works except Disk Optimization. Get error message "System Reserved Drive; Error - not completed". Running Windows 8. Norton update test shows I have the latest version.

 

Tried to reach Norton Chat . . . worthless! Always experiencing greater than normal volumes. No one ever comes online.
