diStRptr.dat is monopolizing my computer/disk - making it basically unusable

This problem has been reported before.  Now it is is happening to us.  How do we stop it.  The excessive I/O (up to 10 MB /sec shown on resource monitor) is causing all apps to slow down, and some to crash/timeout. 

 

Also fails to load Outlook in a timely manner due to Norton add-ons - "Loading 3 of 7 Norton Antispam Outlook Plugin" 

 

Both problems seem to have started after the latest Norton update  (It took me awhile to figure out what was going on)
