Do I need to install Norton Safety Minder in addition to Norton Family on child's phone?

I am confused.  I have Norton Family installed on my child's devices.  Now  I am seeing info about downloading Norton Safety Minder, which I thought I already had.  Is Safety Minder a separate download or is it part of Norton Family?  What is the difference between the two?

There was no message. I was just researching and saw it mentioned both ways. Did not realize they were the same. Another question, is there any update as to when time limits on Android phones will be functional on Norton Family? I have had to turn to MMGuardian for this feature, and really don't see a need for NF anymore.
