Do I need Windows Firewall and Norton's Security too? Really?

I am running Windows 10 insider edition.  I have Norton's Security with Backup installed on multiple machines. Tonight I noted that 10% of my processor is being taken by Windows Firewall. I thought Windows Firewall was disabled when the Norton's Product was active. I went to the Control Panel to turn it off and it doesn't let me.  This seems like a waste of bandwidth and my system seems to run harder and hotter because of it.
