Does Norton conflict with Browsers and slow download speed?

I have recently had some issues with Malware.  I have scanned and scanned till my face was blue and have cleaned the system. All sorts of different things including help site and Hijack logs.  But my download speed and Browser speed was horrible.  Even though all scanners and it was a numerous list have come back clean every time.  The performance is bad.  I have a cable modem on a 3.5 connection.  I run Norton Internet Security 2008.  I was fed up and reformatted and ran the recovery program.  Loaded Norton all is good at this point speed was great.  Until the windows updates caught up with me.  Then Windows update came and I upgraded the browser to IE7.  Well performance went down the tubes.  So I thought maybe Fire Fox 3 is a better option. It has better security no scripts and ad block options as add on options.  So I had a friend download Firefox to a cd.  I reformatted and recovered again added Norton.  Then Loaded Firefox 3 All is good at this point.  Windows updates caught up to me and when IE7 installer came.  I refused the update.  All is good.  Later I noticed some crazy modem activity when my system was shut off.  So I was told to try an online scanner.  Well the scanner only works with IE.  So I updated to IE7 and as soon as I did this the performance went down the tubes.  I want to rule out Firewall or Norton conflicts.   Do you know of any conflicts that may be caused by Norton?  I am a gamer and ping and connection speed are a must.  When my system was better I noticed that one of the games I play the firewall setting was set to auto.  In game downloads had only 50 or less kb transfer rates it was a fluctuating and degrading to disconnect performance.  Well I switched its setting to Allow and it went to normal performance.  Well this is same thing with the browsers I am dealing with.  Do you know of conflicts?
