Does Norton's Parental Control Block IE8 In-Private Browsing Inappropriate Sites?

I searched for information on the above problem I am experiencing with Internet Explorer 8's In-Private Browsing and Norton's Add-On Pack-Parental Control in this forum and in microsoft's website.

 

I think my brother has been using this IE8 feature to access blocked sites I added onto Parental Control.

 

Parental Control is not even logging his web activities anymore.

 

I have set both our Windows Log-on Limited Accounts to Teen with Parental Control with blocked sites added.

 

The Windows Computer Administrator (me) is password protected as well.

 

So does Norton's Parental Control block inappropriate sites as I configured it when he uses IE8 In-Private Browsing?

 

For now, I have disabled access to IE8 until I find out information on whether I can get around IE In-Private Browsing with Norton's Parental Control.

 

Can my brother install IE8 through his Limited Account even though I have program access to it disabled?
