I just bought new laptops for my wife and myself to replace our existing dinosaurs. When I unistall Norton, using the NIS tool, does that "free up" a license to allow installation on a new PC?

If you are talking about the using the Norton Management Tool trash can icon for ther removal. yes, that will free up license.
If you are talking about just uninsatlling NIS via Contol Panel and then running the Norton Renmoval Tool, no that will not free up a license.
Please tell us which version of NIS (Support > About) you are currently running and we can tlel you thw best way to proceed to free up 2 licenses for your new laptops.
Also please double check as may times new systems come with trials of Anti-virus progams instaled and edpendent on which ones they are (and what you are trying to install) they may need to be removed using that products removal tool.
Pplease also let us know the operating system of the new laptop.

Thanks for the help! I did plan on using the NIS removal tool, just to be safe. The current version on the old laptops is 19.9.0.9

You are completely wrong in saying this which is a disservice to users here.
You can free up a licence by using Norton Management ... that is one of the features of it.
