If you are downloding the Norton Internet security using the Norton Download Manager it will download the Norton along with all the virus definition updates also. www.norton.com/download
If you are using the direct link www.norton.com/nis12 then it will only download the Product. So after the completion of the installation you have to run the Live Update to update all the base components of the Norton Internet Security.
